Rockford police officer facing domestic battery charges appears in court

ROCKFORD (WREX) — A Rockford Police Officer who is facing domestic battery charges made an appearance in court Thursday morning.

Sisomphou Singmouangthong asked for an amendment to his bond, wanting lawful contact with his girlfriend, who is the alleged victim in the domestic battery case.

Singmouangthong's girlfriend testified she wants contact with him and said in their two year relationship, there has been no issues of domestic violence outside of the current allegations.

Judge Clifford ruled that Singmouangthong can have electronic communication with the victim for the time being, but not in-person communication.

Judge Clifford will not make a full amendment Singmouangthong's bond to until a domestic violence screening happens.

Another court appearance is scheduled for next Thursday.

Court records show that the incident happened on July 11 just after 1 a.m.

Singmouangthong posted 10 percent of a $5,000 bond Sept. 13 and was released from the Winnebago County Jail. 

Singmouangthong is currently on administrative leave with the Rockford Police Department.
