Rockford man sentenced to prison on elderly abuse charges

A Rockford man is sentenced to 8 years in the Department of Corrections on charges of criminal abuse and neglect of an elderly person. 

According to a news release sent by the Winnebago County State's Attorney's Office, in September 2017, authorities conducted a compliance check in the 1400 block of Broadway Street. When officials entered, they were overwhelmed by the smell of animal urine and feces.

Once inside, officials located 24-year-old Mark Hooper and an 81-year-old woman who was suffering from dementia. Officials say the woman was kept inside a bedroom with a dog kennel. Several malnourished dogs, including 11 puppies, were located inside the apartment and kept inside the kennel. Officials say the apartment was littered with dried feces and urine stains. The apartment was condemned after the incident, authorities say. 

The Winnebago County State's Attorney's Office says Hooper pleaded guilty to criminal abuse and neglect of an elderly person and aggravated animal cruelty. He was sentenced to 8 years in the Illinois Department of Corrections in front of the Honorable Judge Brendan Maher.
