The Democrat later told reporters that Republican Gov. Bruce Rauner's proposed budget is the "worst" he's seen in Illinois history because it's unfair to "everyday people."
Rauner ousted Quinn in November.
Quinn didn't rule out a future run for public office, but says he's focused on other things currently.
He says consumers should have their voice heard and more public officials should push for consumer rights.
Quinn tells reporters he's still working on a report with ideas and recommendations to give to lawmakers and that it'll be finished this year.
