The Illinois Prisoner Review Board voted unanimously Thursday to keep Joey Didier's killer behind bars.
Robert Lower went before the board for the 19th time Thursday seeking parole. However, he received no votes in his favor. Lower has been in prison for 38 years and has never received a single vote in favor of parole.
Lower was convicted of the 1975 murder of 15-year-old Joey Didier. Didier was abducted from his paper route by Lower, who then molested and hanged the teen.
Lower was sentenced to 100 to 150 years in prison. He will come up for parole again in 2019.
