A Cook County judge has ruled against Governor Pat Quinn, saying he cannot halt lawmakers' pay over inaction on the state's nearly $100 billion pension crisis.
Judge Neil Cohen ordered Comptroller Judy Baar Topinka to pay legislators immediately. Cohen said Quinn's decision was unconstitutional because the state's constitution states lawmakers' pay cannot be changed during their terms.
Quinn used his line-item veto earlier this year to cut lawmakers' salaries from the state budget because no action had been taken in regard to the pension crisis. House Speaker Michael Madigan and Senate President John Cullerton sued in response.
