Rock County man arrested for mistreating horse


A 70-year-old Rock County man has been arrested for felony Mistreatment of an Animal.

The Rock County Sheriff's Office responded to the Bradford home of Jack Tuls on April 19 after receiving a complaint of a fully-grown Friesian stallion lying on its side inside a barn. The horse, named Davy, was said to be listless and "skin and bones." Davy was found to be too malnourished for medical intervention and was euthanized by Tuls after a veterinarian's recommendation.

Tuls was arrested on April 30 for Mistreatment of an Animal and lodged in the Rock County Jail. The welfare of the remaining animals on Tuls' property will be monitored by the Rock County Sheriff's Office.
