The man formerly in charge of the City of Rockford's Energy Department has pleaded not guilty to federal charges of corruption.
Mark Bixby, 57, appeared in court on Monday morning to be arraigned. During the appearance the court appointed Paul Gaziano as counsel and Bixby pleaded not guilty to the indictment against him.
Bixby was indicted on January 22 and charged with the following:
- 2 counts mail fraud
- 2 counts bribery
- 2 counts extortion
- 1 count making false statements to the FBI
He has been accused of defrauding a heating contractor and a window contractor out of at least $53,101.33 in funds and benefits between December 2006 and March 2010.
