In the city of Rockford, it's not likely the budget will be passed before the new year.
City council members will meet earlier than normal, at three in the afternoon. The meeting would be their last chance to pass the budget before 2013.
Alderman Carl Wasco says it's more likely that the council will focus on some other items but expects the budget to be passed in the coming weeks.
