4th defendant sentenced for role in Rockford area drug conspiracy


A 23-year-old citizen of Mexico, who was found in Winnebago County, has been sentenced to 110 months in federal prison for his role in a drug conspiracy and for re-entering the United States after deportation.

Celestino Alvarez-Montejano (also known as Ivan Candelario-Figueroa and Salvador Baldovinos) pled guilty to the charges on July 9, 2012. He has also been ordered to surrender to immigration authorities after his release and participate in five years of mandatory supervised release.

According to the plea agreement, he and three other co-defendants conspired to distribute at least 3,000 kilograms of marijuana and 15 kilograms of cocaine between March 2010 and October 2011. During that time, Celestino lived in the Cincinnati area but had a home in Loves Park where he kept cocaine and marijuana for distribution.

Cynthia M. Ornelas, 23, lived at the Loves Park residence and was paid by Celestino to take marijuana from Chicago to that home for distribution. Celestino also said he gave his brother Mario Alvarez-Mantejano (also known as Sergio Alvarez-Chavez, Primo, and Jose Padilla), a Roscoe resident, with large amounts of marijuana to distribute in the Rockford area. Between May 2011 and September 2011, Mario sold 12 kilograms of marijuana to an informant.

Bulk cash proceeds from drug sales were then taken by Celestino and Mario to either a specific location or used others to wire transfer the money to Mexico.

Celestino also admitted to arranging for Damon Rucker, 35, formerly of Freeport, to buy two kilograms of cocaine for $64,000. Celestino was arrested on October 8, 2011 with that amount of cash in his possession.

The three other co-defendants in the case were charged and sentenced with the following:

  • Mario Alvarez-Montejano: Pled guilty on July 23, 2012 to conspiracy to distribute and possession with the intent to distribute 1,000 kilograms of marijuana, and illegally re-entering the United States after deportation. He was sentenced to 75 months in prison on November 7, 2012.
  • Cynthia M. Ornelas: Pled guilty on March 1, 2012 to conspiracy to distribute and possession with the intent to distribute marijuana and cocaine. She was sentenced to 58 months in prison on August 16, 2012.
  • Damon Rucker: Pled guilty to attempting to possess with intent to distribute two kilograms of cocaine. He was sentenced to 87 months in prison on December 12, 2012.
