Dixon's former comptroller pleaded not guilty in Lee County Court on 60 counts of theft.
Rita Crundwell is accused of stealing $53 million from the City of Dixon since 1990. She was arrested in April of this year. Police say she took the money to fund her nationally-renowned horse breeding operation and her own lavish lifestyle. She also faces one federal charge of wire fraud, to which she has also pleaded not guilty.
If convicted of state charges alone, Crundwell could get 360 years in prison.
