Illinois Governor Pat Quinn is expected to put his name on a $33 billion dollar spending plan for the state today.
The current budget expires when the fiscal year ends at midnight Thursday.
Governor Quinn does not fully support the plan he's expected to sign before the deadline because he says it shortchanges education and human services. The governor only has the power to cut appropriations, not to add to them.
Quinn's office says he doesn't plan a public appearance to discuss the budget today.
