ROCKFORD (WREX) - Three former South Beloit leaders face charges after Illinois State Police investigate video of a woman's arrest from 2008.
South Beloit's former mayor, the former police chief and a former sergeant there face a long list of charges. It all stems from a video, we showed you a couple of weeks ago. That video was shown to Winnebago County State's Attorney Joe Bruscato, who turned it over to police for the investigation. "I simply asked for an investigation to be done after I saw the video and contacted the state police and asked that they conduct the investigation."
The investigation started back in May of 2010. The video shows Sergeant Brad McCaslin with a taser. Later, then Police Chief Tom Fearn grabs the woman by the neck and holds her down for more than a minute. Now Bruscato says McCaslin and Fearn face a long list of charges including armed violence, aggravated battery, obstruction of justice and official misconduct. "We don't try to change the approach that we would take with regards to investigating a matter, everybody's treated the same."
McCaslin also faces insurance fraud and theft charges. Bruscato says he's accused of taking money from the City of South Beloit and ripping off its insurance company. "The scope of the investigation increased during the course of the 11 months as we began to look in to the matters beginning with the video then continuing from there."
Former Mayor Randy Kirichkow is not in the video, but he's also charged in the case. He faces obstruction of justice and official misconduct charges because according to Bruscato, he knew about the incident but did nothing about it. "To having knowledge as to what went on May 8th, 2008 and failure to report those matters to any authorities."
All three men turned themselves in and posted bail. We did call Kirichkow, Fearn and McCaslin but they didn't call us back. They're scheduled to be in court again May 11th.
The woman in the video, Veronica McIntyre has filed a lawsuit against the South Beloit Police Department.
