The Telegraph Herald reports Kenneth Hoppman, 30, of Rockford, was arrested along with another man during a traffic stop in Dubuque. Officers found 21 pounds of pot in the car.
According to the Daily Herald, Hoppman is charged with possession of a controlled substance with intent to deliver.
