SPRINGFIELD, Ill. (AP) - Gov. Pat Quinn won't say whether he'll veto a budget that doesn't include enough money to operate for the full year.
He says he doesn't want to be thinking about vetoes and he'd rather focus on legislators in Springfield coming together and passing a budget.
The spring legislative session is scheduled to end tomorrow, although lawmakers could extend it.
Democratic leaders are tinkering with tax increase proposals.
They're hoping to attract more support as they warn that government services will be slashed unless legislators approve a new source of money.
A House committee has approved a 2-year bump in the income tax rate to 4.5%, up from 3% now.
The bills are HB174, SB2252.
